Having moved from Florida roughly a year ago, she brought a wealth of experience in website and digital accessibility, along with a passion for effective communication.
From Florida to Colorado: Samantha Radomski's journey from Florida to Colorado was driven by a desire for new challenges. In Florida, she spearheaded a department focused on digital accessibility and communication. Her expertise encompassed website management, digital accessibility, public records, and process improvement within the county. When she discovered Colorado was enacting pioneering laws for digital accessibility, she saw an opportunity to be part of a new wave of inclusive governance. Within a month of applying, Samantha packed her life and moved to El Paso County, bringing her talents to the largest county in Colorado.
The Importance of Digital Accessibility: Digital accessibility has become a cornerstone of effective communication, especially within government entities. As Samantha explains, accessibility ensures that all residents, regardless of their abilities, can interact with and benefit from online information and services. By embedding accessibility within the county's communication strategy, Samantha aims to make sure that the website—the primary vehicle for public information—is comprehensible and navigable for everyone.
Responsibilities and Challenges as El Paso County's Webmaster: As the webmaster for 15 departments and seven elected offices within El Paso County, Samantha has her hands full. Each department and office has primary web editors who collaborate with Samantha to ensure that the website remains accessible and up-to-date. With over 11,000 web pages and 5,000 documents to manage, the task can be daunting. Samantha employs a strategic approach, utilizing contractors for comprehensive website scans and working closely with departments to prioritize document and page modifications based on necessity and statutory requirements.
Assessing Webpages and Documents for Accessibility: One of the key aspects of Samantha’s role involves reviewing both webpages and documents to ensure they adhere to accessibility standards. For webpages, key indicators of accessibility include color contrast and keyboard navigation. For instance, text that blends into a background image fails color contrast standards, making it difficult for those with color blindness to read. Similarly, accessible webpages must allow seamless navigation using the 'tab' key for those relying on screen readers.
Documents, on the other hand, require an understanding of structural hierarchy. Samantha emphasizes the need for using built-in styles and list buttons in Microsoft Word or PowerPoint to ensure screen readers can correctly interpret the document’s structure. Complex elements like tables and images also need appropriate labeling and alternative text.
Broader Scope of Accessibility: Beyond websites and documents, accessibility extends to hardware and internal processes. For example, kiosks used by the county should have accessible software. Purchasing decisions must consider Voluntary Product Accessibility Templates (VPATs), which are conformance reports ensuring that products meet accessibility standards. Internal processes, such as contract language, must incorporate accessible terms to ensure comprehensive compliance.
Collaboration and Continuous Learning: Working with other municipalities has been invaluable for Samantha. The exchange of information and best practices across different government entities helps in refining strategies and interpretations of accessibility laws.
